Funding Opportunity: ARL Releases Broad Agency Announcement for Foundational Research

The Army Research Lab (ARL) recently released a Broad Agency Announcement (BAA) soliciting basic and applied research proposals for scientific research that support the ARL mission and its eleven research competencies. ARL is the Army’s only foundational research laboratory and is comprised of the Army Research Office (ARO) extramural research program and the Army Research Directorate (ARD) intramural research program.

ARO is seeking cutting-edge foundational research proposals that could result in innovations with significant impact on enabling new and improved Army operational capabilities and related technologies. Basic and applied research proposals must fall within the following ARO targeted opportunities:

  • Single Investigator (SI) Award
  • Short-Term Innovative Research (STIR) Award
    • Proposals in the amount of $60,000 or less
  • Early Career Program (ECP) Award
    • Proposals will not exceed $120,000 per year for 3 years
  • Research Instrumentation (RI) Award
  • Conference and Symposia Grant Award

Lewis-Burke recommends aligning proposals with the published ARL research topics of interest. As some award amounts and timelines are not specified in the solicitation, it is strongly encouraged to have discussions with an ARL Technical Point of Contact (TPOC) on budget levels prior to submission.

Additionally, ARD is seeking high-risk, high-reward proposals supporting in-house Army research with the goal of transitioning research efforts to the wider Army research and development community. ARD did not publish any targeted opportunities within this solicitation but encourages proposers discuss potential white papers and proposals with TPOCs.

Proposals will be accepted on a rolling basis until November 20, 2027.

Submission Information: Applicants are encouraged to conduct a preliminary inquiry with an ARL TPOC and submit a white paper to an ARL TPOC for review before submitting a full proposal. Contact information of TPOCs is listed with each topic on the ARL BAA topics website. All proposals must be submitted at here under the solicitation number “W911NF-23-S-0001.”

Eligibility and Limitations: Eligible applicants under this BAA include institutions of higher education, nonprofit organizations, state and local governments, foreign organizations, foreign public entities, and for-profit organizations.
